Mike,
I only had very good experiences with Cloud 9 and their product! Their phone number is in big letters on their website in the top right corner: 888-236-3253 - always has been. They do have a 30 day Money Back Guarantee and excellent customer service.
Why don't you try to be more specific and describe your experience in an objective way?

The cloud 9 is great it has great flavor good draw and is just strong enough to satisfy my needs. Although the tips don't seem to last as long when refilled as the prefilled they still work great and i am very happy with the product. great battery life!

Hi I am Kevin Lynch. I purchased the Cloud 9 e Cig and I thought at first the vapor was nice and strong but only after a few puffs there was hardly nothing. Then i refilled the carts and still nothing much. All in all not worth the money. For me anyway. Others seem to like it. But I do NOT.
I ordered a Joye 510 manual battery with extras. The reviews were way more impressive.

Here's my experience:
I order a starter package with an extra atomizer in March. It arrived with on battery DOA. With a call, the shipped a replacement (priority) for free. Overall I was somewhat underwhelmed with the e-cig, but it kept me from buying real cigs.

In April, one of my atomizers was failing and I wanted a spare battery. So I ordered another starter kit - that way I got an extra charger too. Not sure what they changed, but this one is totally different - in a good way. Much better vapor. People around me noticed immediately , and one guy who had a some other e-cig months earlier commented how much stronger mine was. Looking at the atomizer, it has a thicker element, but that is about all I could notice. I also noted that the batteries behave a little different when charging (lights stays off).

Bottom line: I was so-so with the first "model", but I really like the newer one.
